Per the suggestion that D. Burnham might be responsible for the
Washington Mall, I noticed today while lecturing that Benjamin Henry
Latrobe's drawing of a plan for a national university (c. 1816) has the
notation "The Mall extending to the Capitol." So the term was in use by
the early 19th century.
