The Washington Mall long pre-dates the Columbian Exposition of 1893 or the McMillan Commission (of which Daniel Burnham was a member), which created the current master plan for central Washington. Pierre L'Enfant's original plan for the city created this open space, which was was similar to open spaces in European cities. I don't have a copy of L'Enfant's map with me here in England nor any books on Washington, so I don't know if L'Enfant called this space the mall or at what point the name was applied. I suppose the original query came up because today's students think a mall is an enclosed shopping area.
