TsGAIPD SPb is currently open (at least until June or July when it will close for Summer holidays). The reading room is open on Mondays and Thursdays from 10:00 to 16:00. Access to documents depends on your topic. Documents from 1941 onwards, at least until 1953 (as far as I know), are still in the long process of declassification, so you may be refused access to many files. I was told on my first day that anything that has the stamp "secret" is not given out in the reading room. Working conditions are generally quite good, although the reading room can get a little too warm. Use of computers is permitted.
