Dear Sean,

My impression is that TsGAIPD is open on a limited
basis.  As recently as last May, at any rate, it
was possible to work there a couple of days a week.
You will need permission and probably an advance
reading room reservation.  Also, the archive is
still in the process of moving from Smolny to its
present location several blocks away.  Therefore,
much material is either "in transit" or still in
packing boxes and inaccessible.
