I agree that there is no convention and the usage normally depends on the context. I would use one of the following translations: rezoliutsiia - resolution, decision; rasporiazhenie - order, instruction; prikaz - order; ukaz - edict; postanovlenie - decree, decision, resolution; ukazanie - directive, command. I hope you would not consider it as my self-promoting, if I suggested that you might find useful my book _Working with Russian Archival Documents: A Guide to Modern Handwriting, Document Forms, Language Patterns, and Other Related Topics (University of Toronto, 1998) where I offer different examples of documents and discuss at some length the possible translations.
