"Ethnic cleansing"actually has a more ancient history than the 1970s. The Russian term "chistka" which means "cleaning out" or "cleansing" or most often translated into English as "purge" was used by Stalin's government to identify the process used to "cleanse" the Party of unreliable elements. "Chistka" was much later used by the Serbs to identify the process used to "cleanse" so-called "Serb lands" of non-Serb elements. An even earlier usage in Russia was that by Ivan IV in the mid 16th century - "chistka" described the efforts to "cleanse" the Muscovite elite of unreliable [i.e. those who were not enthusiastic about Ivan's reforms] elements.
