I've only read a few concept plans for historic sites, but I was impressed by the plans put out by the Park Service for their Martin Luther King, Jr. site in Atlanta. They did a fantastic job of consulting with local residents and drawing on local history very early on in the process. By so doing they were able to craft a strong historical interpretation and win the goodwill of the people who live and work around the site. The citation is Department of the Interior, National Park Service, _General Management Plan, Development Concept Plan, and Environmental Assessment: Martin Luther King, Jr. National Historic Site and Preservation District (May 1985)_ (Atlanta, Cultural Resources Planning Division, Southeast Regional Office, 1985). gary daynes history department brigham young university
