The first place to try to identify for something like this would be on
WorldCat, the easy interface with the OCLC database. It could be that
some institution has acquired and cataloged it within the last 20 years
and a *citation* and holdings location would therefore be available
electronically. "Adelsblatt" may be some sort of short-hand title for the
work.
If that doesn't work, you could try the National Union Catalog of pre-1956
publications (the "NUC"). The item you are looking for may appear under
"Adelsblatt," but perhaps as "Deutsches Adelsblatt."
Using WorldCat I could only identify a "Deutsches Adelsblatt". But the
date is too late for what you're looking for.

The NUC reports an antecedent publication with the same name which began
publication about 1883 or 1884. As far as I can tell, it is held only by
Harvard. It seems to be a journal and not a biographical reference tool.

You might also try to find a copy of the _Gothaisches genealogisches
Taschenbuch_ (Gotha: Perthes, 1763-1942). This 5-volume tool is organized
by type of nobility (e.g., graefliche Haeuser, freiherrliche Haeuser,
usw.). Some of the volumes will not cover the period you are looking for,
however.
A simple solution might be an old editions of _Wer ist wer?_, although, I
believe that this work does not cover the nobility extensively.
If you have access to the _Deutsches Biographisches Archiv_, a huge
biographical compendium on microfiche, you could look there. The names
contained in the DBA can be identified through a CD-ROM product called the
World Biographical Index.
I did not do any searching of the Net or of German libraries for film of
_Deutsches Adelsblatt_.
It seems to me that after one has exhausted the reference works, one is
forced to start hunting for published obituaries. I would be happy to
have some discussion about a better systematic approach to tracking your
guy down.
Was he perhaps related to Pflugk-Harttung, Julius von, 1848-1919? (Note
variant spelling.) If so, a good biography of Julius might contain some
scant information about the ?-1920 Hartung.
You could also approach it from the military history side. There are
almost certainly lists of who served when and where. To frame search, try
"Germany. Heer. Infanterie Regiment".
