To: 'Rudi Piwko' <piwko@socius.de> Sent: Wednesday, July 12, 2000 12:00 PM Subject: RE: Stellenausschreibung ECRE Researcher wanted for European Council on Refugees and Exiles, deadline 28 July 2000 EUROPEAN COUNCIL ON REFUGEES AND EXILES JOB DESCRIPTION 12 months fixed-term contract (September 2000-August 2001) JOB TITLE: Researcher GRADE: C1 REPORTS TO: Head of Policy and Advocacy OVERALL PURPOSE AND CONTEXT OF JOB To undertake, under the regular supervision and guidance of the Head of Policy and Advocacy, and in consultation with the European Legal Network on Asylum and ECRE member agencies, a comparative study on the availability and provision of free and low-cost legal assistance for asylum seekers in the 15 EU Member States, the applicant states of central Europe, Norway and Switzerland. The study should cover the provision of and access to financial legal aid, legal advice and representation. The study, which is funded by the European Union, is to be undertaken within the strict guidelines and defined tasks of a detailed project description which has been prepared by the Head of Policy and Advocacy and agreed by the European Union. Furthermore, to provide general legal research support to the Head of Policy and Advocacy. STAFFING No staffing responsibility. FINANCIAL No sole budget responsibility. All expenditures must be approved by the Head of Policy and Advocacy. KEY RESPONSIBILITIES/FUNCTIONS There is regular supervision covering the review of output and reference to the achievement of short-term objectives, although frequent initiative is required within the broadly defined research tasks. To undertake, in consultation with the Head of Policy and Advocacy, a literature search of existing reports, studies, articles and other materials on the provision of legal advice, representation and financial legal aid to asylum applicants. To assist with the preparation, in consultation with selected NGOs and lawyers, a comprehensive questionnaire which will elicit the necessary information on the availability and provision of legal advice, representation and financial legal aid for asylum applicants in each European state covered by the study, and send this questionnaire to National Co-ordinators of the European Legal Network on Asylum (ELENA) and ECRE member agencies in each country for completion. To follow-up, as necessary and in consultation with the Head of Policy and Advocacy, on the information received from the responses to the questionnaires, and to consult relevant national bodies in order to obtain further information e.g. Legal Aid Boards, Bar Associations, university legal clinics, UNHCR, etc. To draft, edit and proof-read to a high standard a comparative study on the provision of legal assistance to asylum seekers in European States using a format which will facilitate comparison of information on a country by country basis. To assist in the monitoring of the judgements, decisions and reports of relevant inter-governmental bodies such as the European Court of Human Rights, UN Committee against Torture and UN Human Rights Committee and contribute to the report on developments of significance to members of ECRE and lawyers specialising in refugee and asylum law throughout Europe. This post is self-servicing and the post-holder is expected to be responsible for all administrative tasks relating to the post. Evidence of drafting skills in English will be required 2.5 Working knowledge of one or more additional European languages 2.6 Ability to work accurately under pressure, to tight deadlines, and to plan and prioritise own workload 2.7 Well developed communication skills 2.8 Excellent telephone manner including the ability to work diplomatically with people at all levels and from a variety of cultures 2.9 Computer literacy (windows, Microsoft office/email/internet) 2.10 Good organisational skills and ability to use own initiative 2.11 Ability to respond flexibly to swiftly changing demands 2.12 Willingness to travel abroad (including outside of normal office hours) 3 DESIRABLE CRITERIA RELATING TO MAIN AREAS OF WORK 3.1 A legal academic background 3.2 Record of research and publication(s) relevant to the objectives of ECRE 3.3 Experience of working for a non-governmental organisation, legal firm, inter- governmental organisation, or university clinic providing legal services to asylum applicants 4 PERSONAL QUALITIES 4.1 Self-confident, self-motivated and persuasive 4.2 Capacity to work both independently and in a small team and share tasks 4.3 Patient and calm in pressurised situations 4.4 Sense of humour 4.5 Commitment to the aims of the organisation 4.6 Flexibility and willingness to work out of office hours TERMS AND CONDITIONS 1 SALARY The current salary range is based on the Grade C1 currently £18,806.50-£24,214.00 per annum (subject to grading scale review due on 1 July 2000) inclusive of inner London weighting. Appointment is made at the base of the scale and increments are awarded yearly on the anniversary date of the post holder's commencement date. This post is funded for a 12 month period commencing in September 2000 and will terminate in August 2001. 2 HOURS OF WORK The hours of work are 35 per week, excluding 1 hour daily for meal breaks. Hours of work are by arrangement with your manager. If you should be required by the needs of the service to work occasionally outside normal working hours, a compensatory period of time off in lieu will be granted. 3 ANNUAL LEAVE The leave year runs from 1st January to 31st December and in addition to statutory holidays, annual leave entitlement is 28 days per year (inclusive of three days for religious holidays). 4 PROBATION This post is subject to a three month probationary period. 5 PENSION ECRE employees are entitled to join the pension scheme at any time during their employment. However, if they join the scheme within two months of the start date, the application will be backdated to their first day of employment. Otherwise, the application will take effect from the month the application is made. ECRE currently contributes 10% of annual salary and the employee contributes a minimum of 5% of annual salary.
