Correction/clarification regarding South East Asia lists

With reference to yesterday's post on SEASIA-L:

Reference was also made to SEANET-L, but it is currently not operating (the
computer was decommissioned) and its future has not been settled. People
trying to subscribe to NUSVM will presumably get their message bounced back.
