This may be an apocryphal story, but it does have a certain charm: It seems that one of the consequences of the economic "reforms" by the government of Prime Minister David Lange of New Zealand in the mid -80s was an increase in the number of New Zealanders migrating to Australia. When Lange was challenged about this, he replied that every such migrant raised the national IQs of both nations.
