Robert Messenger, in his _The German Way of War_ suggests Mirabeau, in 1788, wrote: "War is the national industry of Prussia" and "...where some states possess an army, Prussia...." On the other hand, Dupuy (_A Genius for War: The German Army and General Staff, 1807-1945_) claims the Marquis Honore de Mirabeau wrote in his book _The Prussian Monarchy under Frederick the Great_: "War is the national industry of Prussia". Will and Ariel Durant (_Rousseau and Revolution_) state Mirabeau's 1788 book was titled simply _De la Monarchie prussienne_, and was written from material supplied to him by a Prussian Major. According to Dupuy, Baron Friedrich Leopold von Schrotter, a senior Prussian government official wrote ten years later: "Prussia is not a country with an army, but an army with a country."
