It's not my city and it's not being conducted "by the people," but the
Toronto Star has a particularly interesting mapping/cartography unit
supporting news reporting, investigative reporting, and information
dissemination.

Their maps on pedestrian and bicycle accident data are models that I
intend to use as examples for the creation of the West County
Pedestrian and Bicycle Master Plan that I am leading for Baltimore
County, Maryland.
