Emine, You can find Istanbul Seririyati both in Milli Kütüphane in Ankara and in Atatürk Kitapligi in Istanbul. You should not waste your time with the volumes in Milli Kutuphane because they are incomplete; go to Atatürk Kitapligi directly. Moreover, check out Çaglayan Ayhan's thesis "In the name of the father, for the sake of the nation". She wrote on the history of psychiatry in the Ottoman Empire and Turkey, until the end of the second world war, I think. Also speak with Sahap Erkoç. He is a psychiatrist working in Istanbul Mental Hospital, but he has a great interest in the history of psychiatry as well. He is probably the most knowledgable person on the subject, and he also made a documentary called "Mavis" about the early years of the Bakirköy mental hospital. Dikmen Bezmez, from Koç University's sociology department is doing work on disability at the moment. I don't know how far back she goes in her study, but you might want to contact her as well. For the pshychiatric reforms after the 1950s you need to find sources on Faruk Bayülkem. As far as I know, he is the one who introduced more "humane" techniques, such as "theraphy by work", as the head physician of the hospital in the second half of the 20th century. I believe there are much more sources for that period, although we know that the archives of the hospital were burnt down and / or sent to SEKA after the military coup in 1980s. But you might be able to find more people who remember that period and are still alive, including Faruk Bayülkem himself. As for the 1930s, there is not much left. I know it from first-hand experience: I worked on eugenics in the 1930s, and I wanted to investigate the history of Istanbul mental hospital, and there wasn't much left. One more thing: find Cemal Dindar as well. He has a few books on the history of the Bakirköy hospital. And... there is a new book out, called "Bakirköy hastanesinin gizli tarihi".
