Hi, Brian, For the past 10 years, The Center for Studies on Turkey (Türkiye Arastirmalar Merkezi Vakfi) has been conducting an annual survey of Turks living in Germany. One of the survey items is about intentions to return to Turkey. You might find it useful to look at trends in this variable and characteristics of respondents who report that they will return. I have no idea what the Center's policy is in terms of sharing their data files, but the annual reports from the survey are in the public domain. From: Burcu Yasemin Seyben <bseyben@bilgi.edu.tr> I think that The Turkish Statistics Institute (TürkStat) will have demographic information (quantity at least) about returnees. 
I do not know if they have a branch in Ankara but you can request information online.
