Paper in search of a panel! Rochester SHEAR Conference "Rhetoric and Reasoning: The Challenge of Funding the War of 1812" This paper explores the diversity of views presented in Congress regarding wartime funding. Spirited, sarcastic, and determined, many representatives expressed a belief in American prosperity regardless of the Treasury Department's bottom line. Other congressional members attempted to understand precisely the finite nature of American resources during this time. Wartime financial policy evolved in the midst of a series of delays, military failures, and near bankruptcy. What was the rationale behind Congress' rhetorical strategies during the War of 1812? Emergence of the market economy, War of 1812, Madison's presidency, economic/societal impact of war, American rhetoric and/or philosophy, policy debates-there are a host of directions that could be taken.
