My colleague in the Football Industry Group at Liverpool, Roger Levermore, is active in researching the role of football and sport more generally in international relations. See his edited books: Sport and International Relations: an emerging relationship (Routledge 2004) Sport and International Development (Palgrave 2009) Apart from the chapters themselves, these should also provide useful bibliographical references. There is also a specialist journal, Soccer and Society, which has been published by Taylor & Francis since 2000 and which may include some articles of interest - sorry, but I haven't had time to check. There is some interesting earlier work in books edited by Gary Armstrong and Richard Giulianotti that may also be relevant, as well as Vic Duke & Liz Crolley, Football, Nationality and the State (Longman, 1996). There will also be material about international programmes on the websites of FIFA, UEFA, and national football associations including the English one: http://www.thefa.com/TheFA/InternationalRelations.aspx International programmes are, dare I say it, an important means of massaging support for World Cup bids.
