You might start with the precious Index of All Reports Issued by the Bureaus of Labor Statistics in the United States prior to March 1902, Prepared under the direction of Carroll D.Wright Commissioner of Labor. Originally published by the G.P.O., in 1902, it was reprinted by Greenwoood Press, Westport Conn, in 1976. This is an index, as its title indicates to all State bureaus of labor reports by state and thematically. The first Bureau of labor was that of Massachusetts, 1869.
