The modim derabbanan is based on the Babylonian Talmud, Sotah, 40a:
While the reader recites Modim what does the congregation say? Rab
declared...Samuel declared...R. Simai declared...the men of
Nehardea...R. Aha...R.PAPA SAID: SO LET US RECITE THEM ALL. In other
words it is a conflation of various responses to the prayer of thanksgiving.
