I do not know the prospective speaker but think he made it sound that he was talking about the self-perception of the colonial state (cf. first sentence of announcement) when he talks lack of violence. I presume that he problematizes this when he talks about "hypocrisie structurelle" (cf. last sentence of announcement). Maybe I am reading too much into it, but I don't think he will disagree with Ibra's and the other comments so far, at least based on the short description of the announcement.
