Insofar as the phrase is a pejorative, it is one that he would have liked to have deployed. I like the Michael Soule or-someone-of-his-ilk-in-the-1980s theory. I'll go a step further in shooting from the hip: the phrase probably postdates the adoption by the World Wildlife Fund of the panda for their logo. I'll also offer the conjecture that there was an oral tradition of using the phrase among conservation biologists, and that the appearance of the phrase in quotes, noted here, honors this consensual tradition.
