H-ASIA April 8, 2001 From the Peoples Daily Strong Country Web Forum: Suggestion for Handling the Air Collision Incident and Better Aircraft Interception Methods. ----- Ed. note: H-ASIA member David Cowhig has kindly supplied the following as a piece of evidence which may be of scholarly interest. Please note that the original item ws published anonymously. FFC ************************************************************************ From: David Cowhig <dcowhig@public3.bta.net.cn> ---- From an anonymous posting on the People's Daily Strong Country Forum. Perhaps a bit on the extreme side and just one of many possible points of view, but the analysis is interesting. Alishan Tiger (taking its name from the mountain in Taiwan) is posting a copy of an article by Big Cat. A check of the Strong Country Forum database shows 45 articles posted by (although, as below, not necessarily authored by) Alishan Tiger since March 29. Chinese text at http://bbs.peopledaily.com.cn/cgi-bbs/ReadFile?whichfile=2096362&typeid=14 --------------------- Great Efforts by the Cat: Some Suggestions for Reference on the Air Collision Incident (Version 4.0) and Two Improved Aircraft Interception Methods For the Future posted By: Alishan Tiger April 7, 2001, 11:23:32 a copy of With respect to Some Suggestions for Reference on the Air Collision Incident (Version 4.0) and Two Improved Aircraft Interception Methods For the Future By: Big Cat 1. First find a "hotel" to house and feed the U.S. group and then decide see what happens to decide how to handle the situation. (This has already been done. The U.S. group is now housed in a "guesthouse". ) 2. As for the aircraft, perform "maintenance" and an "inspection". Everything must be carefully "inspected". (This has already been done. Very good! Although some data and equipment have already been destroyed, but quite a lot of clues have been left behind which will be made very good use of.) 3. The media should "suggest" that the "charges" should be made against the perpetrators. The Ministry of Foreign Affairs is in no hurry to express a view on this. This process can be carried forward or delayed in order to put more pressure on the United States and especially on the family members of the 24 U.S. military air bandits. This will bring a lot of pressure to bear on the U.S. government. Since the U.S. government does not know if the Chinese government will bring charges against the 24 spies then the U.S. will not dare to raise the level of its response. In particular it will not dare to make any major moves on the question of arms sales to Taiwan, WTO, most favored nation status etc. We have to bring our own Chinese media fully into play! That is critical! Big Cat believes that we haven't done this as well as the United States has. We must learn from them. We should bring in some retired generals and members of the People's Consultative Congress to make some very strong statements in order to put psychological pressure on the U.S. government. Now since these people are not the Chinese government, this still leaves open the options of the Chinese government. Don't members of the U.S. Congress often sing a different tune than the U.S. government? Why don't we sing in the same way! 4. Drag it out over several months. During this period conduct Sino-U.S. negotiations on various issues such as WTO and weapons sales. If we focus more than usual on contentious issues during this period, we will be able to get things done with less background noise. The handling of this high profile incident is an example. 5. No matter what the situation of the aviator is, he should be reported as lost. Then a group of family members should meet with the U.S. military to "hold them to account" [zhaoshu]. Clearly, not enough of this has been done. Arrangements should be made for a group of family members to protest at the U.S. Embassy and tell the whole world and the mass media in particular the suffering that this affair has caused them. 6. As for the investigation, release the American military members who do not have "direct responsibility in the perpetration" of the affair. After the investigation has gone on for a while, such as, for example, considerable progress has been made in the analysis of the U.S. spy plane, and the attitude of the U.S. government has improved, then a further release of U.S. military members should be considered so that each and every one of the spies becomes a card in our hand. 7. Once negotiations for compensation for the damage to our aircraft are concluded, we can then release the ones who are "directly responsible for the affair." That would probably mean the pilot and the commander of the aircraft. I would like to see them sentenced to several years in prison but it would be better to use them as pawns! If the U.S. has a bad attitude, we can sentence them to prison for a few years. 8. Finally, once the aircraft has been completely studied, it should be returned to the Americans packed away in freight containers. We mustn't be too easy. "If you attack me, I'll attack you." [Translator's note: Misprint in Chinese text "I'll attack me." End note]. We must do what needs to be done. Let's not be scared by the ferocious face of the imperialist paper tiger! My friends, before resolving this incident, lets consider the plus and minuses of making a strike to respond to the recent string of challenges to Chinese sovereignty in the Chinese Nansha Qundao [Translator's note: often called the South Spratley's in English, although Chinese dictionaries use their Chinese romanization as their English name. End note] Big Cat believes that the day will come when the advantages will exceed the disadvantages and that we will take advantage of that to recover the Nansha Qundao. The United States will not dare to interfere. We must wait for the right time, until the wood has been made into a boat and they won't be able to do anything about it. What to call the 24 American spies? I think it is best to call them the "crew members of the spy plane" because their plane is a spy plane. Calling them that will emphasize their identity, remind the whole world what they were doing, and why they came to Chinese territory. Calling they themselves spies would not be appropriate because only people with ordinary status who gather information within Chinese territory can be called spies. But not calling them by some name would not call attention to their mission. How to improve upon the present method of interception: Big Cat greatly admires the "fight it out nose-to-nose in aerial combat" of our Air Force. Big Cat believes that a great deal of propaganda work should be done about these glorious deeds. But using a small highly maneuverable fighter plane to collide with [Translator's note: the expression "yong xiao qiao zhandouji qu zhuangdao" clearly indicates an intentional bumping of the U.S. plane. End note] a much larger reconnaissance aircraft, the aircraft that will be damaged the most will certainly be the fighter plane unless the fighter plane is allowed to open fire. Big Cat believes that there are two methods that can be used to prevent American planes coming to perform reconnaissance missions at will: 1. Refit old Yak-5 and Yak-6 aircraft as drones and control them remotely from our aircraft. When foreign aircraft "preparing to intrude on Chinese airspace", these drones can be sent to fly near the aircraft "preparing to intrude on Chinese airspace," In that situation, the aircraft "preparing to intrude on Chinese airspace" will not dare to make any wild movements or else the manned aircraft would be challenging the unmanned aircraft, and the loser would be the manned aircraft. Moreover, once up to 3000 old aircraft are refitted for remote control, a guidance system can be added that turns them into cruise missiles. In a future battle in the Taiwan straits, this method can be used to smash Taiwan's air defenses. Even if them have some Space Shield it won't help them because those 3000 airplanes will be too much for them. How many missiles would our brothers in the KMT military have to fire to shoot them all down! Ha ha! 2. Make a jammer pod. Spy planes carry very sensitive electronic equipment. Ultrasenstive equipment is very vulnerable to damage from interference. If a high power, all frequency jammer pod were to be flown by a Chinese aircraft right up next to an American aircraft, one the pilot pressed the button the spy plane would pick up a "zhi zhi zhi zhi" sound that might even make some of its equipment smoke. If that happened, what use would it be for them to fly in that area? Some people say jamming would also affect China. That is possible but it is avoidable if the jammer had a directional antenna that was pointed towards a spy aircraft just a few hundred meters away and electronic equipment on Chinese aircraft were switched off for a time. If Chinese electronic equipment was needed, the jamming could be switched off for temporarily. Alternatively, the jamming equipment might exclude a small band of frequencies for communications. These strategies can minimize the harmful effects Chinese jamming would have on the Chinese side. Since the jammer can be flown to within a few hundred meters of the spy aircraft, and the direction of jamming pointed away from the Chinese mainland the jamming intensity can be high for the spy aircraft but at a much lower level for Chinese aircraft. The effect on land based electronic equipment on the Chinese side would be even smaller. Two months analyzing the systems on the spy plane should be enough.
