If you are referring to 508 Accessibility, you can link from graphics. But you need to provide an ALT tag for screen readers. http://www.section508.gov/index.cfm?FuseAction=Content&ID=12#Web And it doesn't hurt to include a plain text link also. Helps with users on slower connections, in case graphic doesn't load, and if graphic isn't clearly a link. Usable Net (http://www.usablenet.com/) offers many services to help. Analysis of pages, tools for developing text only version of page, etc. A lot of the 508 accessibility requirements are just good web design practices and beneficial to everyone.
